Chapter 274: Chapter 274: Preparing to Establish a Nation

Chapter 274: Preparing to Establish a Nation

The powerful great nations remained silent, while the strongest small nations pushed back.

In the end, the ninja world cobbled together a coalition force of just over ten thousand ninjas.

This coalition force stationed itself far from the Land of Fire's border, shouting threats from eight hundred miles away.

Of course, the Hidden Sand, Hidden Stone, and Hidden Cloud weren't idle either.

They formed an anti-Konoha alliance.

The alliance declared that any attack on a member would be seen as a threat to the entire alliance.

All member villages were obligated to assist any member under attack, even through military intervention.

The news reached Konoha and the Hokage's office.

Shikaku Nara, reviewing the intelligence report, chuckled before his brow furrowed in thought.

He summoned an ANBU operative and instructed:

"Please ask the Hokage to return to the office. Tell him there's news from the other villages."

At the Third Training Ground, Haneda received the message while training with Kakashi. He teleported back to the office with Kakashi using the Flying Thunder God Technique.

Haneda smiled and asked:

"Shikaku, has the ninja world created an anti-Konoha alliance?"

Shikaku looked at Haneda, who often appeared uninterested in formal matters, and asked with surprise:

"You already knew, Lord Hokage?"

Haneda grinned. Zabuza and Pakura had already sent intelligence reports.

He had even instructed the Hidden Star Village to apply to join the anti-Konoha alliance as spies.

Haneda walked over to Shikaku, picked up the intelligence scroll, and began to read.

Kakashi leaned in to read alongside him.

When they saw that Chiyo of the Hidden Sand advocated for non-interference in other nations' affairs, Haneda couldn't help but laugh.

During the Third Shinobi World War, the Hidden Sand had certainly meddled, declaring war on Konoha and later fighting alongside Konoha against the Hidden Stone.

When Haneda read about the tragic fate of the Water Daimyo, he smiled faintly.

As expected, someone else had taken care of the Daimyo.

When he saw the smaller villages forming a multi-nation coalition, Haneda laughed even harder.

Their forces were so meager that they didn't even compare to a single unit of the Hidden Cloud, which explained why they only dared to shout from eight hundred miles away.

They were cowards, barking without bite.

Seeing that Haneda and Kakashi had finished reading, Shikaku said:

"The Hidden Cloud has secretly sent a letter to you, Lord Hokage. They say if we release the Raikage, the anti-Konoha alliance will not join the coalition in attacking us."

Hearing this, Kakashi sneered:

"They're dreaming. Haneda, they won't dare start a Fourth Shinobi World War right now."

Haneda understood this but had a different plan in mind.

The various villages' stances were clear to him:

The Hidden Sand was long dissatisfied with their Daimyo but didn't dare to act as decisively as Haneda had.

The Hidden Stone and Hidden Cloud were too weak for full-scale war and sought alliances to counter Konoha's growing power.

As for the smaller villages, except for the Hidden Rain, they posed no real threat.

Haneda had initially considered an assassination strategy and negotiating with the Daimyo to avoid an early Fourth Shinobi World War.

But now, that wasn't necessary.

He could proceed with another plan:

Establishing the People's Republic of the Will of Fire, merging the Daimyo's government and Konoha into a unified state under his control.

Haneda declared: "Tell the Hidden Cloud to send official envoys to witness the founding ceremony. Then, I'll release the Fourth Raikage."

Kakashi asked, "A founding ceremony? Are you planning to rebuild the Land of Fire, Haneda?"

Shikaku added, "Lord Hokage, releasing the Raikage should be enough. Haneda, keep the Jinchūriki as leverage against the Hidden Cloud."

Haneda smiled calmly and replied:

"I captured them once; I can capture them again, Shikaku."

"As for the founding ceremony… Kakashi, remember what I discussed with you before?"

"I plan to abolish the Daimyo system and the one-nation, one-village structure. I will establish the People's Republic of the Will of Fire!"

"I want to show the world that nations without Daimyo can make their people happier!"

"I want every citizen to have fresh milk and bread!"

With his hands behind his back, Haneda gazed at the Hokage Rock, his figure exuding greatness and determination.

"Shikaku, inform all the ninjas, the residents of Konoha, the Daimyo's court, and the entire nation."

"On the first of next month, we will hold the founding ceremony!"

...

After leaving the office, Haneda didn't return to the Third Training Ground with Kakashi.

He went to the Valley of the End and stood atop the First Hokage's statue, silently looking across at the opposite statue.

It was as if a figure stood there, staring back at him.

"You called this place hell, Obito. But I will turn it into paradise."

"I will bring you back, to stand with us once again."

Haneda's plan to merge the nation's powers was not just to make Konoha stronger, facilitate unification, and achieve lasting peace.

More importantly, he wanted to bring happiness to the Land of Fire and prove to Obito that this world was never hell—it was fertile ground yet to be cultivated.

Haneda intended to reform the Land of Fire, introducing modern ideas and capital to revitalize society and drive the world forward.

He didn't know what the results would be, but he was determined to try, drawing inspiration from his past life.

...

In the Hidden Cloud Village, C, the man regarded as the left hand of the Fourth Raikage, anxiously awaited news from Konoha.

With the Fourth Raikage, Killer Bee, and Yugito captured by Haneda, C had been appointed acting Raikage.

But his authority was limited.

Only in matters concerning the safe return of the Fourth Raikage did he have absolute power.

The envoy sent to Konoha returned, and C asked with a heavy heart:

"Is the Raikage all right?"

The envoy replied, "Shikaku Nara took me to see the Raikage. He's imprisoned but unharmed."

Hearing that the Fourth Raikage was safe, C sighed in relief.

Konoha keeping the Raikage alive meant they were open to negotiation.

Just as in the Third Shinobi World War, when Konoha held Killer Bee as a bargaining chip.

C hurriedly asked, "Did Konoha agree to our conditions? What do they want in return?"

The envoy shook his head, which startled C.

But the envoy's next words eased his fears.

"C-sama, the Fifth Hokage did not agree to our terms but offered another condition."

"They want us to help them communicate with the other villages and attend Konoha's founding ceremony."

"Konoha plans to abolish the Daimyo system and establish the People's Republic of the Will of Fire."

"Founding ceremony? People's Republic of the Will of Fire?" C didn't fully grasp the implications.

But he understood one thing: this was a chance to get the Fourth Raikage back.

The Hidden Cloud had to make this happen.
