"The letter I wrote earlier was not to apply for Itachi to quit the Anbu, but to inform you that Itachi was quitting the Anbu."

The Third Hokage would never agree to let Itachi quit the Anbu, he knew this very well.

Therefore, the purpose of his writing this letter was just to inform the Third Hokage from the very beginning, and he had no intention of applying for or discussing with the Third Hokage.
