"If the two of you wish to claim command, you'll have to wait until all negotiations are settled. Arguing over these issues now is meaningless."

When it came to influence in the shinobi world, Konohagakure had always held an unshakable position.

Even though the village's strength had waned in recent years due to successive wars, and even though the Third Hokage's weak foreign policies had tarnished its reputation, none of this changed Konoha's standing in the ninja world.

"I believe the Hokage makes a valid point. Why don't we first discuss the matter of troop deployment before arguing over command rights?"

Tsunade's suggestion was met with agreement from Yagura.

At the Five Kage Summit, there were two particularly peculiar sights. One was Ōnoki—an old man whose stature was so diminutive he resembled a child. The other was Yagura...

Well, this one truly looked no different from a child, both in height and appearance.

Of course, Yagura only looked like a child. In reality, he wasn't much younger than the Sannin.

Thanks to Tsunade's mediation, Ōnoki and A finally set aside their struggle for authority and quieted down.

At last, the farcical bickering came to an end.

Rubbing her throbbing temples, Tsunade continued, "Everyone, after these past skirmishes, I'm sure you've all realized just how formidable the Akatsuki organization is. To be frank, Konoha has also suffered significant losses because of them. If we allow this group to persist, they will become a calamity."

"Agreed."

A leaned against the table, his expression dark.

"The reason Kumo called this summit is to eradicate Akatsuki—a dangerous organization that cannot be tolerated in the shinobi world."

Had they not shared the desire to strike down Akatsuki, the Five Kage would never have gathered here.

Among the five great villages, Konoha was the only one that seemed indifferent. The others were all eager to move against Akatsuki as soon as possible, with Kumogakure and Iwagakure being the most vehement.

Having lost his son and many of the village's elite shinobi, Ōnoki's hatred for Akatsuki burned fiercely.

"No matter how strong Akatsuki is, they're nothing more than a group of S-rank missing-nin allied with the weak Amegakure. If each of our villages dispatches a battalion, that should be enough to wipe them out and erase Amegakure from the map. I propose that, from this day forward, Amegakure be forbidden from reestablishing itself as a shinobi village."

Though the Land of Rain was small and its village insignificant, it had a habit of producing troublesome ninja. First, there was Hanzo of the Salamander, and now Akatsuki. Neither could be underestimated.

"I support the Tsuchikage's proposal."

Despite their conflicting interests, A found himself in rare agreement with Ōnoki on this matter.

The five great villages would join forces to crush Amegakure, dismantle Akatsuki, and ensure the Land of Rain could never again form a shinobi village. They would cripple the nation, reducing it to a powerless country without ninja.

This was retribution—a collective punishment for the heavy losses each village had suffered.

Tsunade had no objections. It might be for the best if the Land of Rain became a ninja-less nation, preventing any more monsters from emerging.

"I agree."

Rasa and Yagura also raised their hands in approval.

On this point, the five villages were unanimous.

"So, how many troops will each village contribute?"

This was Rasa's primary concern. Sunagakure was impoverished, lacking the funds for large-scale warfare, so they needed to be cautious.

In fact, he was already considering whether he could exploit the other villages—particularly Konoha, which had often supported Suna in the past.

"Five hundred should suffice."

Were it not for the risk of unforeseen complications, A believed a mere few dozen elite shinobi from each village would be enough. Amegakure itself was insignificant; the real threat was Akatsuki.

Since the Five Kage were discussing troop deployment, they would naturally send their best. Sending weaklings would only invite ridicule.

Five hundred elite shinobi from each village was more than sufficient—at least on paper.

"Konoha... may have some difficulties with that."

At Kazuki's signal, Tsunade awkwardly spoke up.

Konoha can't even muster 500 men? Are you joking?

Suna hadn't even complained yet!

In an instant, four pairs of eyes—the Raikage, Tsuchikage, Kazekage, and Mizukage—snapped toward Tsunade.

Despite her vast experience, Tsunade couldn't help but flush slightly. After all, this was a deception.

"Allow me to explain."

Standing behind Tsunade, Kazuki stepped forward.

"As you all know, Konoha has recently undergone significant turmoil. The Fifth Hokage has only recently taken office, and the village is still dealing with numerous internal issues. Certain individuals left behind too many hidden problems, forcing us to conduct a thorough purge. Additionally, some clans committed severe offenses. As punishment, their shinobi have been assigned to border patrols. Since their deployment period isn't over yet, mobilizing too many elites now would destabilize the village. Thus, Konoha cannot spare that many troops."

The other Kage were well aware of Konoha's recent troubles. In fact, their own villages had fueled the rumors to tarnish Konoha's reputation and undermine the Third Hokage.

Now, the Third had retired, and Konoha was undergoing major reforms. Clans involved in serious misconduct had been sent to the borders as punishment. These factors did have an impact.

"To demonstrate our sincerity, Konoha will contribute 200 elite shinobi for this operation. Additionally, we will mobilize 500 more to handle supply logistics. All food and material expenses will be covered by Konoha."

This had been prearranged between Kazuki and Tsunade. Konoha had no intention of fighting Akatsuki head-on—let the other villages take the brunt of the battle.

By offering excuses and compensating with supplies, they could avoid excessive commitment.

Sure enough, upon hearing that Konoha would handle provisions and logistics, Ōnoki and A's expressions softened.

Rasa and Yagura raised no objections—they were more than happy to let Konoha shoulder these burdens.

Kirigakure, isolated across the sea, and Sunagakure, deep in the desert, faced significant logistical challenges. If Konoha provided food and managed supply lines, it would save them considerable trouble.

Though Konoha's troop contribution was small, their concessions were substantial.

After glancing at the others and seeing no dissent, A declared, "Since no one objects, this matter is settled."

"I object!"

Ōnoki glared at A.

This brat had made the decision without even consulting him. Did he think he was the leader of the five villages?
