"Next, I will strongly support the development of the Medical Department. Instead of concerning yourselves with the Logistics and Finance Departments, the two elders should consider how to reform the Medical Department and create a development plan for it."
The fact that she didn't take direct action against the Medical Department showed Tsunade's restraint.
She couldn't forget the expressions these two elder advisors wore when she initially suggested expanding the Medical Department and strengthening the training for medical ninjas.
"Tsunade, you're being too impulsive and reckless. If you proceed this way, the village's financial resources won't be able to sustain it."
With her confidence shaken, Koharu's tone softened.
But Tsunade wasn't interested in accepting their advice.
"This is my responsibility to handle, so there's no need for you to worry yourselves over it. With the financial support from the Daimyo, the village's budget has eased up. Reforming and developing the Medical Department is more than sufficient. Additionally, I will need to temporarily halt the funds allocated for the civilian ninja support program."
"What?"
Both Homura and Koharu were stunned.
This move was far more impactful than taking control of the Finance and Logistics Departments.
For decades, the Third Hokage had implemented this plan to its current scale, and now Tsunade had called it off directly.
This decision would have an enormous impact on the village.
At the very least, it would greatly affect certain clans, like the Sarutobi clan, and also the Shimura clan. Even the families behind the two elder advisors would feel the effects.
As always, a ninja's growth requires not only talent but also extensive resources for development.
And training ninjas costs a staggering amount of money, with Konoha making a considerable investment in this area every year.
Now, with this plan put on hold, families that relied on this support to ease financial strain would suffer.
Take the Sarutobi clan, for instance.
When Konoha Village was first formed, the Sarutobi clan joined alongside several smaller clans. At the time, they were merely a mid-level clan, with no means to compare in strength or heritage to the larger clans.
Over the years, the Sarutobi clan grew at an alarming rate, with their ninja numbers multiplying many times over.
More ninjas meant a stronger Sarutobi clan, but it also revealed certain complications.
Supporting so many ninjas was no easy task.
Once the stable source of funding is cut off, the entire Sarutobi clan would be in serious trouble.
The civilian ninja support program had been a steady source of funds for these clans. Now that it was stopped, it was enough to make the benefiting families panic.
Unlike older families like the Hyuga and Uchiha, they didn't have the same kind of heritage and extensive family businesses to fall back on.
This interruption in funding would mean they would have to find new ways forward.
"Tsunade, you can't do this! This program is linked to Hiruzen's support plan. If you proceed, the consequences will…"
Koharu was so agitated her voice was trembling, while Homura was at a complete loss.
At this moment, they were no longer concerned about the Finance and Logistics Departments; the stakes had escalated.
"The consequences of this action are that the clans benefiting from the support plan will no longer have a steady stream of funds, right?"
Tsunade's suppressed anger flared up, and she slammed her desk, roaring in fury.
"Haven't you drained enough from this village? Or do you not understand what I'm saying? Do I need to bring out the evidence? How many civilian ninjas have benefited from this plan? You can't possibly think that the high number of civilian ninjas in Konoha is due to this plan's success, do you?"
"This is due to Konoha's large population."
"I'm laying it all out here. Whether you agree or not is none of my concern. If you have complaints, go find the old man and see if he has a solution for your problems. I'd be delighted to see that outcome. But the plan must be stopped!"
"You've lost your mind! You're completely unreasonable!"
Koharu was panicking, while Homura looked bitter.
"I'm going to talk to Hiruzen. Tsunade, your approach is absolutely wrong."
The two of them couldn't bear to stay in the Hokage's office any longer, and quickly departed.
They needed to find the Third Hokage, hoping he could bring fairness to this situation.
"I'm so furious!"
Tsunade angrily tossed the scrolls on her desk to the floor, crossed her arms, and slumped into her chair.
Shizune hurried to tidy up and poured a glass of water for her.
"Please don't let this stress you out, Lady Hokage."
"How can I not be angry?"
Tsunade raised her hand to her head, frustrated, and tapped her desk twice.
"Everything is a mess, full of holes, with problems everywhere. How could I not be angry?"
"The Anbu have issues, as do the Finance and Logistics Departments. And now, even this so-called civilian ninja support plan has its own problems. What does this mean? It's deception, a lie."
Tsunade couldn't imagine what would happen if the truth behind the civilian ninja support plan was revealed to the villagers. The explosion of outrage could tear the village apart.
All of Konoha and even the Land of Fire would be in an uproar.
Fortunately, recent scandals hadn't yet implicated this plan; otherwise, Konoha would already be in chaos.
So Tsunade decided to cut her losses and stop the plan swiftly, taking precautions to prevent future fallout.
Once this crisis was over, if it came to light later, it wouldn't be as significant.
With a new support plan benefiting everyone, though modest, it would still help appease the villagers' anger.
"Damn it, they're all rotten!"
Tsunade found it almost laughable as she spoke.
"Oh, right. Send someone to notify Jiraiya..."
She paused for a moment and then, dejected, said, "Forget it, that fool is probably off enjoying himself somewhere. Send for Uchiha Kazuki to come to the Hokage's office."
