Chapter 166: CHAPTER 166 - The First Target
"Sara, why do you feel the need to do something for the people of Roran?"
Hyuga Mirai spoke gently, his tone calm and reassuring. Although Sara was older than him, at this moment, she seemed like a young girl, listening intently to his guidance.
"The people of Roran already live in prosperity. They are far from the horrors of war, free from the burden of taxes, and most of them have stable incomes, happy families, and—above all—a queen who constantly looks after them."
Hearing this, Sara blushed slightly. His words acknowledged her dedication to her people, and the recognition filled her with quiet joy.
"Given the circumstances, you should think about yourself for once," Mirai continued. "I don't believe you need to dedicate everything to Roran—especially when its people have already become self-sufficient. Perhaps it's time you considered doing something for yourself instead."
Pausing for a moment, he glanced at her with feigned contemplation before adding, "To be honest, I noticed a long time ago that you have a natural talent for inspiring others. You'd make an excellent diplomat. If you weren't the queen of Roran, I would have done everything in my power to recruit you as a negotiator for the Uzumaki Trade Association… but alas."
Sara's eyes lit up in surprise. "Do you really think I could do that, Mirai-san?"
"Of course," Mirai answered without hesitation. "You're the most gifted diplomat I've ever met."
It was a carefully crafted statement—one that even he had nearly convinced himself of. While Sara did possess some negotiation skills, she wasn't as exceptional as he made her out to be. However, with the right training, she had the potential to improve.
More importantly, if she left Roran, the city would be his to reshape. And Mirai had already set his sights on using Roran as a foothold to infiltrate and manipulate the Land of Wind.
The medical unit was merely the first step in his strategy. Aside from Konoha, most other villages lacked well-trained medical ninjas. They had no structured medical programs, making skilled healers a rare commodity.
Among the Five Great Shinobi Villages, Sunagakure was the most desperate for medical support. Not only were they severely lacking in medical ninjas, but they also had almost no land suitable for growing medicinal herbs. Every time war broke out, they had to purchase supplies from outside sources, often depleting years' worth of stock in a single conflict.
Mirai knew that if he introduced medical units as a trade opportunity, the greed of Sunagakure's leaders would be undeniable.
"If only I could lure Rasa out… perhaps the gold mines could be the key to drawing him in."
Directly controlling Rasa would be the best option. However, using the Tenseigan's control ability alone would make him appear sluggish and unnatural—it would take additional measures to make it convincing.
Mirai considered his options before deciding that he would wait for the right moment to execute his plan.
"As for the medical units and medical talismans… their production methods can be made public. After all, they're only truly effective when used in conjunction with the medical units. Otherwise, they're nothing more than chakra batteries for medical ninjas."
He handed over the medical unit's deployment to Unit 18, trusting her to determine the optimal strategy.
By widely distributing the method for creating medical talismans, their value and cost would naturally decline. Since these talismans were only truly effective in the hands of trained medical ninjas, most people would use them for minor injuries at best. Once their supply became abundant, the trade association could begin mass-purchasing them for use in medical units.
With that matter settled, Mirai headed to the Dragon Vein training chamber.
There, Tagitsuhime was instructing Haku on senjutsu. Meanwhile, the other two snake princesses were resting comfortably.
The White Snake Sage had yet to reveal her true intentions, but so far, the three snake princesses had been more than cooperative with Mirai. Their relationship was, at the very least, amicable.
Since the White Snake Sage had no immediate plans to make her move, Mirai saw no need to rush either.
Ayaka Uzumaki was still attempting to master the Nine-Tails' chakra. Behind her, eight adamantine chains extended, forming a barrier within the training chamber.
Mirai observed her progress—she had already manifested a seven-tailed beast cloak yet retained her sanity.
Not bad.
Ayaka had chosen to use only a Four Symbols Seal, deliberately giving the Nine-Tails plenty of room to resist. Rather than suppressing its chakra completely, she was using its rebellion as a means to refine her control.
After briefly assessing the situation, Mirai left the chamber and contacted Sasori through his wrist communicator.
"What do you want?" came Sasori's impatient voice. "Never mind that, let me tell you some good news first—I've finished upgrading the Third Kazekage puppet. It's now a mechanized Magnetic Release puppet. Hmph, with my modifications, it's practically flawless."
He spoke with barely contained pride, unable to resist boasting about his work.
Magnetic Release, high-energy cannons, electromagnetic artillery, mechanical transformation, chip-based control—the list of enhancements went on. Aside from nano-technology, Sasori had overhauled nearly every aspect of the puppet while perfectly preserving the Third Kazekage's bloodline ability.
"Amazing. You truly are a genius in the field of puppetry," Mirai praised sincerely.
Sasori had only received some fundamental knowledge about mechanical enhancements from him, yet he had required little guidance afterward. In almost no time, he had mastered the technology on his own.
Both he and Orochimaru were true prodigies in this field.
Sasori proudly explained the improvements he had made to his puppets. So far, he had only completed modifications on the Third Kazekage puppet, but that was because he deemed the rest unworthy of his craftsmanship.
Only those possessing rare bloodline limits or unique secret techniques sparked his interest. Each of his puppets was now controlled via a chip implanted in the back of their necks, and he had even designed an auxiliary computer to assist him. If Mirai hadn't known better, he would have assumed Sasori was suffering from a stiff neck—given that the device he wore resembled some sort of medical brace.
"Impressive work, Sasori," Mirai commented. "If you ever amass enough of these, you could practically take down all five Great Shinobi Villages by yourself."
'Though, I have to admit… the design is pretty ugly. No artistic sense at all.'
The auxiliary computer on Sasori's neck was particularly unsightly. It made him look like a patient recovering from whiplash. But Mirai chose not to voice this opinion—perhaps it was simply a matter of differing artistic tastes. He decided to respect Sasori's aesthetic choices.
"Sasori, I need you to come to Roran. I'm planning to make a move on the Land of Wind, and I could use your help."
"Hmph. Took you long enough to act," Sasori scoffed. "Fine, you'll soon get to witness the power of my new puppets—"
Before Sasori could finish his boast, Mirai interrupted, correcting him. "I don't plan to attack with brute force. That would be too noisy. What I need from you is to help me win over Chiyo and Ebizō from Sunagakure. That shouldn't be too difficult for you, right?"
Sasori sneered at the suggestion. "Are you out of your mind? You seriously expect me to—"
"Sasori, please," Mirai said, his voice unusually sincere. "This is important to me."
Sasori hesitated. The sarcastic remark he had prepared died in his throat when he saw Mirai's expression. His lips twitched slightly before he finally turned his head and muttered, "I'll give it a shot, but no promises."
Mirai smiled. "That's all I ask. I trust you."
With that settled, he turned his attention back to his own training, immersing himself in Sage Mode practice.

Konoha
Though the Fourth Hokage had perished during the Nine-Tails' rampage, the return of Jiraiya and Tsunade had reinvigorated the village. Their presence was like a shot of pure adrenaline to Konoha's battered forces.
Jiraiya didn't stay long—he was dispatched to the borders to guard against the increasingly aggressive movements of the Hidden Cloud. Tsunade, however, remained in the village, constantly moving wherever she was needed.
Hiruzen Sarutobi had resumed his position as the Third Hokage, diligently managing village affairs. The workload was immense, but he welcomed the responsibility—it made him feel alive again.
Meanwhile, at Konoha Hospital, Tsunade examined Kushina Uzumaki's condition and immediately realized how dire it was.
Having had the Nine-Tails forcibly extracted, Kushina had nearly lost all her chakra. In a desperate bid to survive, she had burned through the last remnants of her energy. Had it not been for the life force of her unborn child sustaining her cells, she would have perished on the spot.
Now, a sealing formula maintained a fragile balance in her body. It couldn't be tampered with—if disrupted, her body would lose access to the trace amounts of Senjutsu chakra sustaining her, leading to complete cellular collapse.
Even with all of Tsunade's medical expertise, she couldn't undo the seal without risking Kushina's life.
"Kushina, I can't help you right now," Tsunade admitted. "When it comes to manipulating natural energy, that white-eyed brat is more proficient than I am. I can't afford to recklessly undo his work."
With that, she bit her thumb and activated a summoning jutsu.
A two-meter-tall slug appeared in the hospital room, its gentle voice asking, "Lady Tsunade, do you require a summoning contract?"
"That's right," Tsunade confirmed. "I want Kushina to sign a contract with the Slug Sage of Shikkotsu Forest. Once she's bound by the contract, you'll teleport us there—I need to consult the Slug Sage about her condition."
"Understood, Lady Tsunade."
The slug extracted a summoning scroll from its body, which Tsunade then handed to Kushina.
"Kushina, sign your name here," she instructed.
Kushina hesitated for a moment, then glanced up at Tsunade with worry in her eyes. "What about Naruto…?"
Tsunade reassured her, "We'll have someone look after him for now. This won't take long."
With that, a loud poof echoed through the hospital room. When the smoke cleared, both Tsunade and Kushina had vanished.
