For the sake of her beloved people, Queen Sara gritted her teeth and reluctantly agreed to Hyuga Mirai's proposal. She had gone against the will of her ancestors and, in her generation, handed over the Dragon Vein. However, as Sara thought about how everything was for the civilians, she comforted herself that her decision was worth it.
"Lord Mirai, you're amazing!" Ayaka Uzumaki had witnessed Hyuga Mirai 'persuading' Queen Sara the whole time. His tone was gentle, his confidence unwavering. In front of him, the queen of Roran seemed almost like a child, completely guided by his words. If only Lord Mirai had been this gentle with me from the beginning... but such a Mirai would be even more captivating. Despite being only in his teens... Ayaka found herself daydreaming, unaware of the changes around her, occasionally giggling and giving away her emotions with a mischievous smile.

She explained the collaboration between Roran and the Hyakusa Trade Association, emphasizing the many benefits it would bring to the people. Jobs and wages, plentiful goods at discounted prices, educational opportunities, and some military protection were all part of the deal.
These outwardly favorable terms seemed like a great deal for Roran, and Queen Sara had agreed to all of them. In return, she only had to relinquish control over the high tower that sealed the Dragon Vein and the area within a 500-meter radius. To facilitate this, Hyuga Mirai also agreed to have Sara's palace expanded.
"Well, everything will proceed according to the terms of our agreement, Queen Sara." Hyuga Mirai said with a warm smile as he addressed the queen, who was a few years older than him.
"Thank you... for bringing such change to Roran," Queen Sara said, her expression mixed. After announcing the collaboration with the Hyakusa Trade Association, she had disguised herself and gone to the streets to personally gauge the people's reactions.
Almost all of Roran's citizens wore expressions of joy. They praised Queen Sara and the Hyakusa Trade Association, believing she had worked hard to secure so many benefits for them. Cheaper and richer supplies than ever, better-paying jobs, educational opportunities for their children, and help with sandstorm control. With all these tangible benefits, Sara walked through the streets, her head bowed, hearing nothing but praise for her.
'Mother, I did nothing wrong. Everything is for the people of Roran.' After returning to the palace, Sara silently thought, her last doubts vanishing, though she still worried about Roran facing another tragedy like the Anrokuzan incident.
Sara, somewhat embarrassed, bowed and said, "Lord Mirai, I hope you'll allow me to observe the Dragon Vein from the side, because it is..."
"Are you worried I might use the Dragon Vein for ill purposes?" Hyuga Mirai chuckled softly. "Of course, Queen, it's perfectly fine. After all, Anrokuzan used the power of the Dragon Vein to harm the people of Roran. It's only natural that you worry."
Without the guise of being Queen, Sara was just an ordinary person who hadn't been to school much, likely unable to even use a computer. Having her watch from the side wasn't an issue.
After Hyuga Mirai spoke, Sara's tense expression softened a bit.
"As for coming to the Dragon Vein tower, that's no problem. However, I'll only be studying it. To avoid any mishaps, I won't leave too many people in the tower. If you'd like to observe, I'll limit the number of people visiting to no more than two at a time. Is that acceptable?"

With negotiations concluded, Mirai instructed Unit 18 to begin large-scale reforms in Roran. Using Kado's shipping network, a vast amount of supplies was transported via sea routes.
Roran sat on the outskirts of the Land of Wind, and rather than taking the long and treacherous land routes, maritime transport was far more efficient. A few railway tracks along the coastline would allow goods to be delivered to Roran at incredible speeds. And here, unlike other regions, there were no ninja to sabotage the tracks—there weren't even bandits or raiders in the vast desert.
Beyond Roran lay an undeveloped region, which might contain undiscovered mineral deposits. But even if there were none, Mirai wouldn't suffer any losses. The wealthier the people of Roran became, the more profit he could reap.
"The base in the Land of Tea could function as a branch facility. It's a well-built research site—it seems like a waste to leave it unused. What do you think, Unit 18?" Mirai asked, somewhat conflicted.
He had spent a fortune constructing that research facility. It was equipped with cutting-edge technology, and neither Orochimaru nor Sasori knew the full extent of its capabilities. If they did, they would undoubtedly want to claim it for themselves.
But Roran had the Dragon Vein's energy. Training and conducting research here would allow Mirai to strengthen himself even further.
Since modifying his digestive system, his need for natural energy had increased drastically. Though other locations in the ninja world allowed him to absorb it, none could compare to the efficiency of the Dragon Vein.
"Everything shall proceed according to your will, sir," Unit 18 replied.
"Unit 18, I need you to offer suggestions from time to time—like right now," Mirai said, turning to face her. Her expression remained impassive.
"Letting others use the base would prevent resources from going to waste," she stated.
"You mean Orochimaru? He's the only viable candidate at the moment," Mirai sighed. Few in the ninja world could even utilize his research equipment. At present, Orochimaru was the only suitable option.
"Connect me to Orochimaru."
Upon his command, a nano-display screen extended from his wrist-mounted device, establishing a remote connection.
Moments later, the call connected.
"Mirai-kun, what brings you to me at this hour?" Orochimaru's voice slithered through the speakers.
"Nothing urgent. I just wanted to check on your research facility. How's the setup going?" Mirai's eyes flickered to the pale-skinned boy standing beside Orochimaru. "And who's this kid?"
Orochimaru let out a raspy chuckle, satisfaction evident in his tone. "He's Kimimaro of the Kaguya clan. I acquired him during my ventures in the Land of Water. Once he matures, he'll be an invaluable asset to me."
The Kaguya clan's bloodline was, in Orochimaru's eyes, just as valuable as that of the Uzumaki clan—rich with research potential.
"As for the research facility, I've already selected a location. Soon, I'll need your assistance," Orochimaru continued. "I know Sasori of the Red Sand has also joined the organization. But when it comes to producing results, I am certainly no less capable than he is."
"I understand," Mirai replied, unamused. It was clear that the two had been bickering again—most likely, Sasori had flaunted his research equipment, making Orochimaru envious.
"Once you finalize everything, coordinate with Unit 18. She'll handle the arrangements."
"Since you've made your decision, I won't keep you any longer. Oh, and send me a sample of Kimimaro's genetic material—I'd like to study it. Also, if you come across any surviving members of the Hozuki clan while in the Land of Water, bring them to me as well."
"Understood, Mirai-kun."
After ending the conversation, Mirai turned to Unit 18. "Leave the Tea Country base idle for now. Once I find a suitable candidate, I'll assign it accordingly."
Unit 18 nodded. "Understood, sir. Regarding the modifications to the Dragon Vein Tower, once construction begins, it will take twenty-seven days to complete."
"Before that, ensure that the genetic modification serum and equipment related to Ichikishima-hime's lineage are transported here. If Ayaka is going to stay in Roran, she should take this opportunity to train in Sage Mode. Are you listening, Ayaka?"
Mirai suddenly stopped in his tracks. Ayaka Uzumaki, lost in thought, walked straight into his back.
Snapping back to reality, she quickly nodded like a pecking chick. "I-I understand, Mirai-sama! I'll do exactly as you say!"
"Be serious about this. While the modifications will help you master Sage Mode quickly, you'll still need to figure out how to integrate Sage Chakra into your jutsu for enhancement," Mirai said sternly.
His ultimate plan was to turn Ayaka into a Jinchuriki of the Nine-Tails. However, that would have to wait until Obito assassinated his master. Only then could Mirai intercept the Nine-Tails before it fell into the hands of Konoha.
Despite Ayaka's outward disdain for Kushina Uzumaki, Kushina was still one of the few remaining members of her clan. If Mirai were to make a move against her now, Ayaka might not accept it.
With Sage Mode, however, Ayaka wouldn't even need a dual-layered sealing system to suppress the Nine-Tails. She could forcibly contain its chakra within herself.
Of course, stealing a Tailed Beast would put him in direct opposition to the Akatsuki, but Mirai was confident. He didn't need flowery speeches—Nagato could be swayed by sheer force and strategic interests.
Sometimes, power and leverage were far more effective than mere words.
