As it docked, a group of Konoha shinobi disembarked—Uchiha Haruki was among them.
This group had been sent here for rotational deployment and garrison duty.
Stepping onto land again, Haruki turned back to glance at the passenger vessel they had taken and couldn't help but shake his head.
Compared to the warships of the Hidden Mist Village, their own vessel had poor defenses and moved at a snail's pace.
It was only because the Land of Waves was close to the Eastern Command Base that the ship had even made it safely. If it had been any farther, an attack by the Mist would've left them with zero chance of survival.

The Land of Fire was vast and resource-rich. It had little interest in the sea or the island nations scattered across it, and therefore had no real reason to develop its naval capabilities.

And it was thanks to these warships that the Mist Village was able to repeatedly invade the Fire Nation's borders.
Without ships, how could they possibly cross hundreds—if not thousands—of kilometers of open sea?
Not only is the ocean harsh and filled with danger, but simply using Water-Walking Jutsu over such distances would burn through chakra reserves that only elite shinobi could sustain.
So, one of the primary tasks of this forward base was to track and destroy the enemy's vessels as soon as they were discovered.
But that was for later.
Right now, their job was simply to familiarize themselves with the new base.
After arriving, Haruki greeted a few fellow Uchiha and completed his registration.
Thanks to the support from the Land of Waves, the forward base had plenty of resources.

(12 × 2,000) + 96,000 = 120,000 chakra/day
Previously, he could recover 102,000/day, so this was an 18,000-point boost.
Haruki pondered this for a bit and decided to reallocate his chakra distribution:

These two would each now receive 7,000 chakra daily, up from 1,500, pushing their daily proficiency gains from 35 to over 115 points.
The remaining 4,000 chakra would go to

increasing its share from 10,000 to 14,000 chakra per day,
pushing proficiency gain from 65 to over 90 points.
At this rate, these three jutsu would skyrocket in level very soon.
