Chapter 16: Chapter 16



 "If anyone has any opinions, please don't hesitate to share them," Hashirama said with a pleasant smile, leaning forward with his arms crossed.

But his invitation was met with complete silence.

"In that case," Hashirama continued, "please take a look at the documents in front of you. I'm very satisfied with what's been prepared."

The document before them represented the most carefully crafted organizational plan Hashirama had developed after much deliberation.

The clan leaders exchanged subtle glances before silently picking up the papers and beginning to read. Tobirama sat nearby, head lowered, his expression unreadable—but the slight curve of his lips suggested satisfaction.

For the next thirty minutes, the only sound in the room was the soft rustling of turning pages.

When Hashirama saw that most of them had finished reading, he arched an eyebrow and spoke again.

"Does anyone have objections? If so, bring them forward now. We'll find a way to address them together."

Everyone present twitched slightly at the question, their faces giving away their internal thoughts.

There's no room for negotiation here. It's a done deal.

Sensing the mood, Hashirama didn't press further. He simply smiled and waited patiently.

Another half hour passed. The tea on the table had long since cooled.

Nara Kyosuke glanced around the room. Feeling Hashirama's gaze settle on him, he sighed in resignation and said, "Hokage-sama's plan is extremely well thought out. The Nara clan has no objections."

His words acted as a trigger. One by one, other families began to voice their agreement.

The Yamanaka and Akimichi clans were the next to speak up—unsurprising, since the Ino-Shika-Cho trio had always advanced and retreated as one, and the Nara clan had long served as the group's intellectual core.

"The Yamanaka clan has no objections."

"The Akimichi clan has no objections."

And so it continued.

Hashirama gave a subtle nod of approval toward Kyosuke. With a leader to step up first, the others were much easier to sway.

"What about the rest of you?" he asked, his voice warm but firm.

His words carried the momentum of a wildfire—blazing forward, unstoppable by even a strong wind.

Seeing the tide turn, the other clans gave their consent, agreeing without resistance.

Hashirama's smile deepened. He then looked toward Tobirama, giving him a slight nod to indicate it was his turn.

With the most difficult part resolved, the rest would fall into place smoothly.

Tobirama stepped forward and began outlining the structure of the new administration. He assigned responsibilities and demarcated territories for each clan according to their respective abilities and specialties.

The fairness of the allocations left the leaders speechless. All they could do was nod in silent agreement.

Several departments were established within Konoha Village.

The Uchiha clan was entrusted with maintaining order and village security.

This decision gave the Uchiha enormous authority—so much so that it stirred envy among the other clans. From this point forward, they would all fall under Uchiha oversight, at least in terms of internal regulation.

Uchiha Madara's eyes briefly widened in surprise. Tobirama, who had historically clashed with the Uchiha and never hesitated to challenge them, had just entrusted them with such a key responsibility. It was completely out of character.

But even after thinking it over, Madara couldn't detect any hidden agenda. He let the matter go—for now.

Tobirama continued naming the rest of the departmental leaders until everything had been assigned.

Then, with his part complete, Tobirama stepped back, giving the floor back to Hashirama.

"If there's nothing else, we'll conclude today's meeting," Hashirama announced.

At that, the clan leaders all stood, each one already deep in thought about what the restructuring meant for their future.

The day's decision-making had effectively reshaped the political balance of Konoha. Everyone would need to reassess their strategies moving forward.

They departed in a hurry.

Once the room had emptied, Hashirama finally let go of the tension he'd been holding and slumped back into his seat.

"Phew… finally done. Tobirama, you sure talked a lot back there."

"Hmph. Big Brother, this is just the beginning. We'll have to revise things again soon," Tobirama replied, matter-of-fact.

Hearing that, Hashirama's eyes widened. He dropped his head onto the table, letting out a long, exaggerated groan.

"Tobirama… sometimes I think you should be the Hokage. Why don't you take a turn?"

"This isn't a playground game," Tobirama snapped, voice sharp with disapproval.

Hashirama didn't seem to hear him. He mumbled on.

"Ugh… I just want to stay home with Mito… is that so much to ask?"

His grumbling made Tobirama frown.

"Konoha needs you, Brother," he said firmly.

Hashirama fell silent at that, his eyes shifting away. Doubt flickered across his face.

Tobirama sighed. He knew his older brother wasn't well-suited to leadership in some respects. But at this moment in history, only Hashirama's overwhelming strength could keep the power-hungry factions in check.

Most of those clan leaders were held in place not by laws or diplomacy—but by fear.

Looking at his brother's slouched, almost defeated posture, Tobirama felt a pang of exhaustion.

"Just hang in there for a few more years," he said softly. "A few more years, and things will stabilize."

Hashirama's eyes lit up. His body straightened, energy suddenly returning to him.

"Really?! Tobirama, you're my hero!"

Tobirama raised an eyebrow. "I didn't promise anything."

"Hope is enough for me! I'm going to find Haru!" Hashirama beamed and darted off like an excited child.

Tobirama watched him go, shaking his head.

Seeing his elder brother run from responsibility like this always gave him a strange sense of unease.

Maybe I'm just overthinking it.

Meanwhile, Hoshikawa Haru thought he was done for the day. He had planned to head back and continue his training.

But after only a few steps, he heard someone call out behind him.

"Haru!"

Sarutobi Hiruzen came jogging over with a bright smile. The others following behind him straightened their posture, clearly feeling more formal now.

"Do I know you?" Haru asked, tilting his head in confusion.

"Oh—sorry! I forgot to introduce myself. I'm Sarutobi Hiruzen, disciple of Master Tobirama."

Sarutobi... Hiruzen?

Hoshikawa Haru's eyes widened. It was as if he'd just spotted a rare animal.

"What's wrong? Is something odd about my name?"

Hiruzen reached up and touched his face, clearly confused by Haru's stunned reaction.

"Ahem, no, it's nothing," Haru replied, waving it off awkwardly.

So this is Sarutobi Hiruzen... future Third Hokage?!

He's way too handsome!

That means the ones behind him must be Konoha's famed "Famous Four" from the previous generation.

Well... almost.

Akimichi Torifu and Uchiha Kagami didn't make it that far. One died during the Nine-Tails' rampage, and the other's death remains shrouded in mystery.

"Is there something you wanted, Sarutobi-san?" Haru asked politely.

Hiruzen turned to the others and beckoned them over with a grin.

"Haha, just call me Hiruzen. No need to be so formal—we're all on the same side."

Seeing him be so casual, Haru followed his lead.

"Come on, let me introduce everyone!" Hiruzen said cheerfully. "This is Danzo, from the Shimura clan."

"That over there is Uchiha Kagami. He may have the Uchiha name, but he's incredibly kind—very easy to get along with."

"Then we've got Akimichi Torifu, Utatane Koharu, and Mitokado Homura. All disciples of Master Tobirama."

Hiruzen played the role of tour guide with ease, introducing everyone without the slightest trace of awkwardness.

Hoshikawa Haru, recognizing the significance of the people before him, greeted each of them politely and with sincerity.

He held no prejudice against them for what history might eventually record.
