A suspicious masked merchant selling cheap medicinal herbs.
Your public undercutting of Gato's monopolized pricing had clearly slapped him in the face.
Unfortunately for Gato, Zabuza and Haku had been dispatched that day to assassinate a transport company boss and hadn't yet returned.
As for the group of thugs you defeated, several were actually Chūnin-level rogue ninja.
Having seen how easily you crushed them, Gato judged that he couldn't subdue you—so he chose the lesser evil and bought your entire supply of herbs at a premium.
But now he intended to send Zabuza to eliminate you—either to recruit you, or to kill you.

But he triggered one of the traps you'd set, getting caught in a barrier. He swung his Executioner's Blade furiously, trying to break free.
The barrier shattered under the onslaught, but you were already waiting.
You immediately sealed his chakra and disarmed him, then stayed on standby.
Not long after, the crossdressing Haku sensed something was wrong and rushed into the room—only to find Zabuza tied up like a twisted rope and stuffed in the corner, silently jerking his head toward the door, signaling for escape.
Just as Haku moved to cut the ropes, you appeared from behind and knocked him out cold.
You sealed his chakra as well and placed him next to Zabuza.
Then, with your shadow clone, you locked both of them in the soundproofed room next door.
Unlike other rogue ninja, you didn't plan to dispose of or recycle these two.
You had other uses in mind:
Zabuza, a seasoned Jōnin skilled in Water Release, and Haku, a natural-born Ice Release Kekkei Genkai user—perfect for assisting in transporting goods to the Land of Hot Water.
They also made excellent reference samples for synthesizing new Kekkei Genkai.
Most importantly, neither of them seemed the scheming type.
Now, your only headache was how to make Gato completely loyal to you—while still retaining his business acumen.
Obviously, lofty promises wouldn't sway a man so seasoned in commerce.
Ordinary Genjutsu would dull his edge and require constant maintenance.
As for Kotoamatsukami… it would be a bit of a waste, but at this point, it seemed to be your only option.
