Unlike in the original timeline, where Yagura Karatachi was left isolated under the influence of an unknown force (later revealed to be Obito Uchiha acting as "Madara"), he is now directly under the constant surveillance of the real Uchiha Madara, who has a vested interest in the resurrection of the Ten-Tails.

As a result, Yagura obediently follows Madara's will, focusing his efforts on facilitating cooperation between the Five Great Shinobi Nations. Because he is consumed by this objective, he has neither the time nor inclination to enforce the former "Bloody Mist" policies that once stained Kirigakure's reputation.

Had the Fourth Raikage still been alive, his fiery nature would have driven him to retaliate, even if only to tear a piece of flesh from Konoha before dying. But he is dead—utterly, unquestionably dead.

Leadership has since fallen to Kumogakure's Elder Council. Anyone familiar with such councils understands their nature: slow to act, cautious, and disinterested in actions that lack immediate benefit. Kumogakure is no exception.

Ōnoki snorted but didn't argue further.

Rasa, the Fourth Kazekage, stood and raised a hand. "Let's not waste time with petty arguments. Gathering us all here was already a miracle."

He paused, casting a glance around the tent.

"The real issue—what are we to do about the Ten-Tails? And the masked man who hides in the shadows… what does he really want?"

Yagura, ever blunt under Madara's influence, spoke without hesitation.

"Isn't it obvious? He seeks the revival of the Ten-Tails by uniting all the tailed beasts. That alone explains everything. It's why we're all here, isn't it?"

Rasa nodded solemnly. "Agreed. There's no use denying it. We each know the threat we face. No more secrets."

"The shinobi from Konoha could strike at any moment. If we wait until that day, it will already be too late," said the Fourth Kazekage, Rasa, standing at the center of the tent. His voice was low, grim. "So I will take the lead. As a show of commitment, Sunagakure is willing to contribute the One-Tail."

The other Kage exchanged glances.

"Hmph," grunted Onoki, the Third Tsuchikage of Iwagakure. "Since Lord Kazekage has already spoken, I will do the same. Iwagakure will contribute the Five-Tails."

The tone of the meeting had been set before they arrived—each village knew what was expected. They didn't come to squabble; they came to act.

Yagura Karatachi, the Fourth Mizukage, followed. His expression was unreadable. "Kirigakure will contribute the Three-Tails and Six-Tails."

"We of Kumogakure have reached a consensus," said a Kumogakure elder, looking to the Raikage for affirmation. "We'll provide the Two-Tails and the Eight-Tails."

Kirigakure: Three-Tails (Isobu) and Six-Tails (Saiken)

Six tailed beasts had been accounted for—but that left three unclaimed:

"The Four-Tails used to be in Iwagakure's custody," Onoki said grimly, folding his arms. "But it was captured by Akatsuki. Their leader—if rumors are true—is comparable in strength to Madara Uchiha. Reclaiming it by force… that's near impossible."

A heavy silence fell over the room. They all understood the threat that Akatsuki posed.

"And the Nine-Tails is even worse," Rasa muttered. "Konoha's defenses are airtight, and with Kawaki Aoba as their head of security, it's nearly impossible to breach."

At that moment, Rasa's face darkened further.

"As for the Seven-Tails," he said bitterly, "our intel suggests it was already taken from Takigakure. Someone moved ahead of us."

The tent buzzed with tension.

"Are we seriously going to sit here and talk ourselves into defeat?" barked a Kumogakure elder. "If we can't even gather the remaining Tailed Beasts, we might as well return to our villages and wait to be destroyed!"

Several others scowled at him, but before anyone could respond, a shadow emerged from the floor.

Black Zetsu.

"Hehehe… Seems like you're all having trouble collecting the Tailed Beasts," he said as he slithered into view. "Luckily for you, I bring good news."

Weapons were drawn instinctively, but the Kage raised their hands to hold their subordinates back.

They had tried trapping Black Zetsu before—it never worked. Interrogation, sealing techniques, everything failed. The creature was elusive, immortal, and always seemed to slip through their fingers.

Better to hear what it had to say first.

"You want all nine beasts," Zetsu said. "So do we. We've already secured the Seven-Tails, and if the Four-Tails is too difficult for you to recover from Akatsuki, we'll take care of it ourselves."

"And the price?" Onoki asked sharply, voice laced with sarcasm. "You help us, and in return, what—become our ally?"

Zetsu ignored the tone.

"Isn't that the most logical outcome? You want the Ten-Tails, and so do I. Whether you offer the beasts or I do, the result is the same. Why not work together?"

It was a masterful manipulation. He reframed himself—not as an ancient schemer, but as an ambitious collaborator with common goals.

"Given that Mr. Zetsu has already helped secure two of the remaining beasts," Yagura said calmly, "it's only reasonable that we allow him into the alliance."

The others hesitated but ultimately nodded in reluctant agreement.

Now, only the Nine-Tails remained.

"The Nine-Tails... it won't be easy," said Onoki. "But if we pay the right price, it's not impossible. Kawaki Aoba may be powerful, but he's still just one person. He can't guard Konoha forever."

The implication was clear.

They would bait Aoba out—and strike when Konoha was most vulnerable.

A bold, reckless plan. Success would require heavy sacrifices, and failure could mean total destruction. But no one objected.

Because the alternative was worse: to sit idle and be wiped out.

In the end, gambling everything on one chance seemed better than awaiting their doom.
