Land of Waves is a lot more valuable than one might think.

First of all, it is an island country close to the Land of Fire, and the safest island between Land of Fire and Land of Water.

The Uzumaki islands are protected by intense whirlpools. That's why it is called Land of Whirlpools. And the waves produced by them hit reaches the Land of Waves, that's why the name.

So, it is a perfect meeting point for Land of Fire, Water and Whirlpools.

While Kiri is in shambles, the Daimyo of Land of Water is still rich. There was a reason that after Konoha, Kiri got the most number of bloodline clans.

Crude oil. Palm oil. And even rubber.

If I have to compare Land of Water to a country back in my previous world, it will be Indonesia to some degree.

So, the Land of Waves can surely become like Singapore.

While Gato isn't as rich as many Daimyo's who have trillions of generational wealth, he is still the richest businessman, even more than me by a long shot.

Afterall, since Land of Water is in bad condition, all kinds of transportation and exports of oils and rubber along with other import-export businesses of Land of Water happen through him.

A business which has control over natural resources, or even their supply, will always be more stable and profitable than my businesses like mall and such.

While things like oil and rubber aren't in THAT demand in the Shinobi world, after the Fourth Ninja War, it surely will.

At this point of time, either Yagura is still the Mizukage, or the civil war is ongoing.

From what I remember, Mei became the Mizukage not much before the Five Kage Summit.

So, I need to ensure that Gato doesn't just die, but I take control of all of his businesses, so I will be later able to influence Kiri as well.

You know, by giving them 'loans' for reconstruction and such. I will become their IMF.

But to do that, I first need to take control of the Land of Waves. A country that has been thoroughly destroyed is the best to reconstruct and colonize according to my wishes.

Just like South Korea. Gato is the Japan for Land of Waves, and I will be the USA.

Land of Waves is in desperate need for freedom!

And for the security, while Zabuza wouldn't be good, because he has killed Inari's father, Haku will be good enough to establish a security force which will be able to house the defections from Kiri. I don't know if the novels are canon or not, but I can't give up on powerful people like Kahyo. Moreover, given enough time, Haku himself will become an Elite Jonin or Kage level ninja. One hand seals at that age clearly shows his talent.

Judging by Jiraiya's information that Akatsuki will not act for three years, it was probably due to the death of Isobu alongside Yagura. Meaning Kiri will get engulfed in Civil War soon enough. Meaning more missing-nins, and more chaos in my own Singapore. And there needs to be a Lee Kuan Yew who can integrate both the civilians and the ninjas who will come.
