After Shiyu Uchiha finished speaking, Uchiha Shizhi fell into deep thought. She thought Shiyu's idea made sense, so she decided to raise money in hopes of buying a piece of the clan property once the Senju started selling theirs.

When Uchiha Shizhi mentioned the police force, Shiyu's expression shifted slightly, which was why she asked.
"I do have some concerns, but first, Mother, what's Konoha's current attitude toward ninja clans?" Shiyu countered.
Upon hearing this, Uchiha Shizhi fell silent. Lately, she had sensed changes in Konoha F4's stance toward ninja clans. Though policies eased slightly during the Second Ninja War, after the war ended, rather than developing strategies to restore clan strength, restrictions increased. Compensation for fallen or injured clan shinobi had also dropped, especially affecting the Uchiha Clan. In fact, calming rising clan tensions was one of the reasons for this meeting.
Moreover, starting from the beginning of the Second Ninja War—when Shiyu and his classmates graduated—Hiruzen Sarutobi directly ordered increased investment in the ninja academy, expanding its scale multiple times.

Shiyu paused briefly. Seeing no sign of interruption from Uchiha Shizhi, he continued, "I believe this time our Uchiha Clan will undoubtedly bear the brunt. With the Senju Clan already fallen, we've become Konoha's top clan—standing tallest among all.
If those four influential leaders decide to target the clans, the Uchiha will be hit first. Uchiha Shizhi remained silent for a moment. Shiyu's analysis had directly spoken her deepest concerns, so her oppressive aura unintentionally leaked slightly outward, causing Uchiha Mikoto and Shiyu Uchiha some discomfort. Both avoided her direct gaze respectfully.
However, Uchiha Shizhi quickly regained composure. After a flash of piercing look, she calmly stated, "Tell me your solution, Shiyu. I know you already have one."
Gradually lifting his head, Shiyu spoke, "Certainly. A system must be broken before it can be rebuilt. Use this war opportunity to prevent those clan forces from returning to their original units. Instead, directly form new units under a newly established Paramilitary Police Force, using the Police Department's existing authority for convenient expansion.
We could even transfer all our elite members with activated Sharingan into this force for concentrated training, thereby strengthening capabilities to handle possible crises."
This way also avoids unnecessary conflicts, gives them the highest honor possible, and removes any chances for outside fights.
The vacancy in the patrol force allows us to reorganize the current three units' members who haven't awakened their bloodline limits into one single unit. The other two units can openly recruit new members from among veteran ninjas of the Second Shinobi Village.
They must be easygoing, skilled at diplomacy, and have actual battlefield experience or accomplishments. We could even form one team entirely of civilians and another solely from minor ninja clans.
These three units will operate independently, answering directly to the Chief of the Konoha Military Police Force. The civilian unit can be larger, taking care of regular security duties, while the minor clan unit handles key posts. Our Uchiha Clan will only need to take responsibility for the areas surrounding our clan compound and the few commercial streets under our family's control.
