The room was still filled with the clatter of wax seals and the hiss of parchment being unfurled.

The work of governement was never done, but Julius was making sure that the recently ressurected Carthaginian's got a headstart, and were prepared to fend for themselves until additional scribe and advisor reinforcements could be sent from the capital where new 'forces' were being trained.

Julius having lived the life of an office worker in his previous life was not averse to the piles of paperwork, but his work put all those in the court to shame, he could peruse a document in seconds and point out mistakes, or give suggestions on how it could be redone for greater efficiency.

Other times he'd just need to confirm the contents before signing it into existence.

As this dance of paperwork carried on, his mind turned back to the floating interface before him.

He'd just spent all of his tech points to upgrade his nations technological level, and the greatest evolutions would come in a few specific ways.

The first of which being thanks to the acquisition of paper and banking even in their infancies, the empire could begin to setup a more modern economy allowing for the purchase of goods and services using notes rather than coins that are heavy and difficult to carry around all the time.

The second would be the introduction of a new calendar, which would not alter the existing number of days in each month but would instead unify the calendar under his national identity, with the month names that were varied depending on region right now, instead being renamed to fit a proper 12 month format that would include the names of former emperors and even influential figures of the current empire.

Then the naming of the seasons themselves, such that Spring, Summer, Autumn, and Winter came to be which previously only Winter and Summer were publically known.

Later when he'd introduce the new calendar to Serena he lied in the claim that July was named after himself, while September was listed to be a mix between her own name and one of the old emperors of his lineage.

This of course came out when she pouted over not having a month in his calendar not named after herself, though rather than argue that neither this Yuri he used this excuse instead rather than having to completly overhaul the months names from one he himself would already know and recognize.

And thirdly was the apprenticeship move, which would allow for rapid growth of his nations industries since right now a craftsman would at most have a single apprentice, which would allow for a replacement of the existing craftsman, without real expansion of the industry itself, but now with this new level of tech growth, trade schools could be created to raise a basic level of skill and then assignment of these apprentices into state run industry building manned by a single or multiple masters who could watch over and teach these apprentices whom upon graduation could be given a small shop of their own.

This new level of growth for his citizens would help to not only facilitate the growth of his nations cities and towns, but also allow for the future growth of his military.

Thanks to the introduction of steel his forces arms and armor would surpass most of the nations of the continent, but at the same time it would require craftsmen to be fielded to create, and mend these wares.

With his tech purchases over and reviewed, along with dealing with the newest stack of parchment that was brought over to his table by Serena who smirked at him, happily sharing her own pain as this newest stack came from her own table of work.

But to her dismay, Julius just happily dove into the work and like a phenom plowed through the paperwork like it was 2nd year maths homework.

And as his quill scratched the final signature, followed by the clomp of the newly created Imperial Seal, he turned once more to the system.

This time instead of the tech tree, his focus was on the national overview and his imperial provinces.

Since his build points could be invested into the nation as a whole or the individual provinces.

Having already upgraded the whole of the empires roads Julius was left with 8,923 build points that could be used to further upgrade the empire.

The first selection of his was Barracks, his nation was a militaristic one, and a barracks served as a place to not only house soldiers but also recruit and train new ones.

And with conflict looming on the horizon his exisitng fielded army would not be even remotely enough to deal with the coming fights.

-500 Build Points

Next then Granary's for proper food storage to prevent possibilities of famine in his nation.

-350 Build Points

Then increasing the security of his nations cities, through the enhancement of their existing walls.

-750 Build Points

His mind was racing as he made his choices, as across the nation new buildings and structures popped up out of nowhere all over.

Courthouses, Marketplaces, aqueducts, stables, armories, forges, harbours, workshops, schools, banks, farms, pastures, mines, quarries, lumbermills, and forts.

Julius was on a bit of a spending spree, and for good measure.

If this world had anything like the Kardashev scale when it came to a nations growth and technological advancement.

Julius's newfounded empire would have only just barely entered the 2nd level, while the might of the already long existing Visigoth Empire would already be getting closer and closer to increasing their own ranking into the 3rd layer.

"Your Majesty."

Julius was snapped out of his daydreaming by an advisor who'd approached his side.

"Reports have just come in from Rosaria, the new agricultural districts are adapting well to the new irrigation layouts. And they expect to see a second harvest before year's end."

Julius simply nodded.

This was something he'd encountered before.

Almost like he'd gone through a time skip whenever a change was made by the system almost like the world was trying to fill in the blanks to make up for his changes.

The changes were only just made now, and yet a report that couldnt possibly reach Carthage until tommorow seemingly arrived to announce the success of the changes.

The overal amount of paperwork to deal with even after a single day was significantly lesser than when they first started.
