"What do you know of Gaph City?" the City Lord asked.
"Aside from bordering German Forest and sharing the number one spot of the strongest Main City with Ligos City, not much." Ardent replied honestly.
The City Lord seem dissatisfied at how the word strongest spot associated with those two Cities. Tough luck. Ardent will say what he heard is unless he seen evidence contrary to the rumors or spoken fact.
"Well, Gaph City currently having trouble with a powerful Magic Beast, one that could destroy the entire City." The City Lord told him.
Ardent raised his brows, "Really, the City with the most number of veteran Mages and Aura Users, being threatened by a Magic Beast. A single one. And how would such rumor even reach Cumbra City in the first place?"
Ardent raised some good point. Telling others they face danger could lead to a stab in the back by any Main City. The most likely one to do so being Ligos and Cumbra City. The former to cement its position as the strongest and the latter to get the title of 2nd strongest and possibly absorb the people and loot they could obtain.
It seem his thought was transparent enough, or that the City Lord correctly assume the likely plan to be thought of.
"We maybe rivals, but no one Main City could hope to rule over Ferbul Region by themselves. At least without a truly powerful person as the leader." the indiscreet look told him who the City Lord was talking about, or possibly assuming to be.
"Beside, we manage to keep Ferbul Region between the 8 Main Cities with a shaky alliance so no outside force, well outside force that can make use of the resources or don't have any better places, to dip their fingers into a backwater region like ours."
"I see. A mutual alliance to protect one another. Then, Gaph City send the request for aid." the City Lord nodded,
"Not aid, but request to be allowed to evacuate should the need become necessary." the City Lord explained. "They planned on being a nuisance and force the Magic Beast to retreat with as little casualties as possible, but if the plan failed, they want a place to go to, or send their people to."
Ardent could understand the plan. Gaph City, correctly, assume that no Main City would send forces to aid their trouble, unless being paid with exorbitant amount of gold or precious jewel.
So, rather than attempting what could be a futile negotiation, they request something more palatable, a place of refuge for the people. Most of the early one being those related to Gaph City's higher-ups, that much he could predict.
As for the other Main Cities, they have no reason to refuse. After all, if a couple or even entire village worth of people decided to remain at their Cities, they get extra population with some of them likely being talented figure.
And if Gaph City territory no longer viable to house any Cities or towns or villages, the Main Cities will get more than they bargained for.
"Smart." Ardent admitted, earning a chuckle from the City Lord. Seeing their City Lord no longer groveling in fear, the others let their muscle loosened, some even laughi along with their City Lord.

"I see. In that case, you can help the transition then." Ardent said, smiling in a kind way. However, the City Lord must seen something else because he audibly gulped before nodding frantically, beelining his way out of the guard house.
Seeing the City Lord leaving them behind, the Council Members looked at one another before doing the same thing, shoving each other in manners befitting more of children than leaders of a Main City.
As the two Council Members left, the guards shared a look at one another before almost doing the same thing if not for Ardent coughing, loudly.
"Ahem. Can you please make this place more, livable? And bring me food. Good one."

City Lord Krell looked at the gathered Council Members, having called them as quickly as he could. When they arrive, he proceeded to dump everything he learned to them, not even giving them the chance to ask any question.
"Now, any questions?" once he finished telling them what occur, cutting of several unnecessary (re:embarrassing) detail, he looked at the gather Council.
Seeing the shock look on their faces, City Lord Krell and Council Member Pran and Jarrus definitely did not feel a sense of cathartic.

Once the detail set it, one of the Council Member, Council Member Lufa, cleared her throat. She put her hands underneath her chin in prayer like manner, taking a deep breath, before saying her pieces,
"My Lord," she started, "What in the name of the spirit?" Seeing Council Member Lufa rarely, if ever cursed made City Lord Krell glad that he did what he did, even if it, to say in a vulgar way, a dick move.
"Yes, it's real. No, I did not make any of it up. Yes, you can go to the specific guard house, our ... future King probably still there, likely changing that place into his place of resident until we give him a new one, which we will." City Lord Krell said, causing the raised hands, all wanting to ask their own question, to drop like fly.
Only one person still lift her hand,
"Yes, you can ask the King for his hand in marriage, but preferably your nieces or daughters, or he might just laugh at you, if he don't kill you." the hand dropped.
The owner of said hand give others who gave her a judgemental look with a look that said, 'Not like any of you not thinking about it.'
