Li Pan already had a rough idea. The Millelith and Vision holders were there to deal with the Chi Beasts, while the real Chi would be left to him. 

The purpose of this war was never to exterminate or reseal the evil Chi. This sly woman had never even considered the Chi a threat. Her real goal was to train her forces.
