Hello everyone anyone that has been on PHO for any amount of time know who I am, I'm the Guy in the Know it's right there beside my name. Generally speaking I tend to know what's happening in our lovely hive of scum and villiany for the most part. That said honestly recent events have been very stressful for me. And as such I'm going to be dividing this into two different threads. This thread is going to be about the Slaying of the Rage Dragon, his murderous Oni Lee, and the fact that goddamn ALEXANDRIA is helping the NCPD actually clean up the rest of the now dead in the water ABB.
The second thread will be about the relocation of the Wyrm of the Sea, the eyesore landmark that has been blocking the bay and has long been considered the killing blow for the cities economay.

Now let me get this thread started and I'll turn it over for speulation, shitposting, and the usual PHO nonsense.
Now we know that earlier before the eventual Death of Lung the Undersiders were seen, we can all guess was the Getaway Masters were doing, and I believe it is a safe assumption that they pissed off Lung somehow. A fight ensues and the Undersiders make their escape with a Rage Dragon chasing them down.
I don't know what lead to them running into Patches and his friends (One being Rabbit and the other unknown being identified as Scylla) but they did and Dr. Patches being a healer clearly decided to heal them. Obviously not caring in the slightest that they were villains. Then Lung arrives just burning everything around him because of course he does and Scylla used some impressive displays of hydrokinesis to keep the fires under control.
Then Lung gets froze due to another unknown parahuman, later identified as Esper, using telekinesis.
This gives time for Armsmaster to arrive on his cycle firing Fucking Missles before looking like a damn jousting knight as he attacked. I won't go into the fight entirely as I know there are videos of it around, but it results in Armsmaster being severely injured as well as the loss of his iconic beard.
And while the fight is happening Faultline's crew arrived and started helping fight the fires due to a preexisting contract that they assist in fire containment if Lung ever goes on the warpath.
Eventually Oni Lee makes his appearence to kill Esper, but Esper was having none of it and decides he's done with all this bullshit and pins the serial suicide bomber to Lung and pulls ALL the pins to his grenades... which resulted in Lung ripping Oni Lee apart to try and escape.
We would find out why a few seconds later when Lung is engulfed in a varity of exotic effects, clearly tinkertech, killing him and Oni Lee. Only to leave what can charitibly be called a Dragon Meatball and a blue mushroom cloud lingering in the air.
Esper then moved Armsmaster over to Dr. Patches, and ultimately went "Duces, Im out" before a motorcycle drove up to him, he got on, and drove off.
Now that all that is out of the way... please feel free to speculate!

All I can really say about this is just... holy shit!
I'll be the first to admit that I never imagined the day that the Dragon of Kyushu would be dead.
Hoped for it, even dreamed about it, but I never imagined it would actually happen!
All I have to say to Esper about is that he's doing God's work!
On a side now RIP Armsmaster's glorious beard and I hope he makes a full recovery!

Okay so I hate to be that guy but... what if Esper is just getting rid of the compititon to make his own gang?
Don't get me wrong Im glad those two monsters are gone but this is the Bay, and honestly we dont get nice things.

Okay so remember that large ship blocking the bay off? The one that essentailly killed the cities economy and slowly turned the city into a gangsters paradise? Well it had been removed by the parahuman Esper and actually relocated in Maine effectively making the Wyrm of the Sea into a federal issue and not a local one!
Now let the speculation begin!

Seriously, Nilbog and especially Bonesaw really shat in the pool as far as other Biotinkers are concerned.
I mean I know there are biotinkers affiliated with the PRT and Protectorate but well I know a guy that knows a guy and the guidelines and restrictions are really strict.
If Dr. Patches started making... fucking Clone Soliders or something I have no doubt in my mind our local PRT Director would go on the warpath!

Lung Dead!

Brockton Bay has always been known for its villain presence, a miasma of crime that has existed since the late eighties and seems almost irrevocably linked to the city itself.
Yet unlike many cities, the turnaround of villains is surprisingly low, few new parahumans ever establish their presence in the city, and those that do tend to form only minor factions, the main exception being the three gangs that have plagued our New England town for over a decade since the Caging of Marquis.
Today marks the first gang leader to disappear from the in over nine years, when the then Brockton Bay Brigade, now New Wave, arrested Marquis. Lung posthumously revealed to the media to be Kenta Hioshitaru, native of Kumamoto Prefecture, allegedly first appeared during the sinking of Kyushu, and arrived at the bay in 2005, uniting all the minor Asian gangs that arise in resistance to the Empire 88s predation of the Asian populous.
The unification of many nationalities appears to have been mostly driven by political reasons rather than any ideological inclinations to pre-existing pan-national movements and seems to be a close copying of the Pan-Caribbean Pirate Cartels that plagued the shipment of goods between South and North America.
His consolidation, much like the institutions he tried to imitate, was not without bloodshed. With an estimate of half the then criminal element in the Asian communities, leading to a long campaign against the E88 which led to over three thousand and four hundred dead.
The long, protracted and often near trench-warfare slowness of his conflict against the Empire led to a staggering level of casualties among both underpowered underlings and law-abiding citizens alike.
The death of the Draconian super villain happened yesterday at 6:48 p.m., when after following an incursion into his 'territory' led him outside of his stomping ground, leading to a heroic clash between the Wyrm and the Knight of the Bay, Armsmaster in an astounding display of bravery that brings to mind the images of Saint Gorge and Siegfried from legend.
After a ferocious fight resulting in great wounds in both fighters, a recent cape named Esper, first seen unearthing the Bay's new Dr. Patches from his confrontation with the amalgamation known as 'The Butcher'.
The circumstances around Lung's death remain largely unknown, save for the blue mushroom cloud that was visible from all around the city, the PRT scientists have thankfully assuage concerns over any possible radiation, and declared the cloud safe.
The death of Lung was confirmed an hour Later following standard Brute protocols by the Protectorate affiliated medical specialists.
The prospects of a power vacuum worry specialists who believe the situation of the bay might escalate into civil war…
Glenn sat the newspaper down and found himself sighing, the entire situation alone was a massive black eye for the PRT. No, not the death of Lung, while the man was indeed Birdcage bound if he was ever captured his death wasn't unexpected given what the understood of the man's personality.
No, what really was the black eye was the handling of Dr. Patches in general, granted it was not a public black eye, people in the streets obviously were much more concerned with the villains death, but it still led to severe backlash among political and cape circles.
And as the Head of Public Relations, it was up to Glenn Chambers to somehow spin this as a win. And while his appearance suggested otherwise, Glenn was in fact very good at his job. Normally he would remain in Manhattan while he would send someone to help with PR and would keep himself in the loop, often sharing advice and helping the PR agent.
Unfortunately, he couldn't really do that with the ENE PRT, the Director being who she is… she wasn't all that PR-friendly. Or to put it bluntly?
Director Piggot is a largely unreasonable hardass, with a mostly justifiable prejudice against parahumans, and a completely unreasonable but understandable pathological fear and hatred of parahumans with any form of biokinetic-related power.
Now Glenn wasn't a wet behind the ears PR agent and knew better than to trust only one source of information, and so he did his own research starting with when Dr. Patches first came to the PRT to register as an Independent Hero. That is when problems began, as the heroic-inclined parahuman wasn't led to an office where they would receive the Soft Sell as they registered; they were put in an interrogation room and left to stew for hours.
Official statement was that it was a case of crossed wires, but Glenn didn't get to where he was by taking everything at face value. There was a good case that this legitimately was what happened, he couldn't deny that as accidents happened, especially in large organizations like this. But he felt it was safe to assume that some of the Director's prejudice had some influence, even when he was hiding as a 'Medical Thinker' it didn't allow him to escape many of the Director's issues.
Even when Dr. Patches did in fact register with ENE PRT, somehow the registration was lost. Official story was the registry was lost due to a computer glitch, but Glenn doubted it. Looking at it Glenn figured that Director Piggot wasn't managing her issues as well as she claimed, or someone was deliberately trying to make her look incompetent.
However, that, ultimately, wasn't any of Glenn's business. His job was to manage the PR shitstorm Director Piggot had stumbled into.
The local Director meeting certainly didn't help her, letting her prejudice get the better of her in clear hopes to damage Dr. Patches sterling reputation. The fact that Director Armstrong had Dr. Patches' official register in his jurisdiction instead of Piggot's well… that was just salting the wound in his honest opinion. But in Armstrong's 'defense' Piggot deserved it due to her insinuations towards Ward Weld.
Then there was the shit show of the near false alarm given by the PRT, a false Endbringer alarm carried a thirty years sentence, simply due to the number of people that would die in it at the very minimal, Director Piggot was literally inches away from sounding the city alarm when Dragon intervene, Armsmaster would absolutely get reprimanded for wiring an experimental early warning system to the internal alarms like he did, even if the director officially given him permission.
Ultimately everything he was given was individually winnable, most of the news in the bay was good, villain dead, giant rust bucket removed, hospital open, Alexandria visiting the town, thousands of criminals arrested, prospects of a new coastal defense shield, all of it good things.
No, the problem was the amount of stuff that happened, but God knows it could have been much worse. He wasn't dealing with a televised hostage situation, he wasn't dealing with Thinker coordinated terrorism, he wasn't dealing with a battle of giant changers that would pass for Endbringers (and yes that happened before and he never wants to think about that shitshow ever again), he wasn't dealing with a giant cloud that could be seen for space and spewing dangerous particles that make the area unlivable.
None of that, he had a massive victory that the Protectorate could share credit with, even if the Brockton public seemed nearly incapable of understanding what good news was after so long.
No, this was ultimately fairly manageable, the only issue was that it should not have happened.
Period.
And now Glenn found himself having to deal with a director that loathes parahumans with biokinetic powers to a ridiculous degree. And this was the thing he didn't think he could manage, what the woman clearly needed was intense therapy and probably a shit ton of medical intervention, but the woman was too stubborn to accept either, or from what little he could find out due to Patient-Client confidentiality? While Piggot was aware of her bias and actively tried to manage them, all that goes out the window when a parahuman has a power that somehow involves manipulating biology in one form or another.
Now Glenn didn't want to disparage Director Piggot, he wasn't around her enough to really formulate an opinion on really plus he'll leave that up to the people that work under her, but he honestly wouldn't be surprised if she had a Black File for every biokinetic cape in her city.
Black Files being essentially "files that don't exist" where every Director has compiled plans to neutralize every parahuman on their roster if any of them went rogue. These files are kept under the tightest security contingencies, one copy being kept in an off-site isolated server while the hard copy kept somewhere only the current Director knows about with various contingencies to prevent them from ever being stolen.
The only reason Glenn even knows about them is due to his position as Head of Public Relations, and even then, only in passing.
But still if he was a betting man? He would put cash money on Piggot's Black File encompassing not only the capes she has on roster but for every Independent in the entire city. Which was a gross overstep if he wasn't mistaken, but it wasn't his specialty.
Now… how does he make a director with a seething hatred of parahumans with biological powers and a Biotinker doctor that seems like a genuinely good guy play nice?
Though still he couldn't help but think, "Why? Why would any rational cape let a goddamn little girl name them!? I mean… it's not bad from a PR perspective but now he's probably going to have to deal with people 'woobifying' him like Panacea!"
That said Glenn had been in the game long enough to be able to tell when someone is playing the crowd, the only question remaining is if Dr. Patches is stupid or savvy enough to think he could get away with it.
Which only led to Glenn having the sneaking suspicion that Dr. Patches was probably doing it on purpose!
However, any further thoughts on the sheer testicular fortitude Dr. Patches were put on hold when his phone rang, grumbling to himself wondering what sort of PR fire he was going to have to fight next, he picked it up and put it to his ear.
He didn't say a word as he listened, though his face slowly reddened, and it wasn't out of mortification or embarrassment.
Then in a voice that oozed anger he hissed, "What do you mean the Director Piggot has sent an entire platoon of PRT agents along with Parahuman support to apprehend Dr. Patches!? For what reason!?" He listened before groaning, "Really? Goddamnit…"
Glenn knew today was going to be an absolute nightmare, and he wished he drunk cause right there and then he desperately needed a good stiff drink!
