The tension in the room was palpable, as thick as fog on a winter morning.

Arthur turned from the panoramic window, his custom-made shoes clicking sharply against the obsidian floor,a sound that seemed to echo in the silence left behind by the fifty elite operatives who had just filed out with military precision.

They moved like shadows, their expensive footwear making no noise on the sound-dampening flooring. Only when the doors sealed shut with a pressurized hiss did Arthur break the silence.

"Now that we've settled personnel matters," he said, his voice smooth and rich like aged whiskey, "let's dive into how we'll actually rebuild this shattered nation of yours."

With a swift motion, he tapped commands into the sleek table interface.

The air above it shimmered, and three massive holographic blueprints materialized,each one representing an industrial complex so grand it would have been unimaginable in pre-war Varenya.

The first schematic expanded to dominate the left side of the table, revealing a sprawling metallurgical marvel.

Arthur zoomed in on towering smelting structures that reached nearly a kilometer into the sky.

"Phase one of our economic revitalization," he explained, rotating the projection to unveil underground levels.

"On the surface, this will be the largest green steel production facility on Noctis continent,carbon-neutral and AI-optimized, capable of producing three million metric tons annually."

Dravik's cybernetic eye whirred as it focused intently on sub-level schematics. "And below?"

Ethan chuckled lightly while swirling his bourbon. "That's where things get really interesting."

Arthur smirked and tapped another command; suddenly, twelve subterranean floors appeared in vivid detail.

"Advanced alloy research and production will take place here. We'll supply 78% of Noctis's arms market within five years! Just imagine, the graphene-reinforced plating alone will..."

"This violates every arms treaty Varenya has signed!" Dravik slammed his fist onto the table.

Arthur didn't flinch. "Exactly why it will be registered as agricultural equipment manufacturing."

He raised an eyebrow at Dravik. "Really? Must I explain basic obfuscation to you?"

Next came a breathtaking biotech campus nestled in what looked like a reclaimed wasteland, a stark contrast to its surroundings.

Towering vertical farms stood alongside gleaming medical research facilities.

"Publicly," Arthur continued smoothly, "this will serve as our humanitarian showpiece: genetically modified crops to end famine, cutting-edge medical research, and even the largest hospital complex south of Aurelian border."

Vex's cybernetic eye flickered as he interfaced with this new schematic. "Those Level 4 biocontainment zones seem... extensive for just humanitarian projects."

"Why? Because they are." Arthur zoomed in on a sealed underground facility, his voice steady and unwavering.

"While the surface churns out vaccines, our Black Orchid division is hard at work developing customized neurotoxins and combat stimulants right here.

Just think about the possibilities with our stem-cell research..."

"You're turning my country into a weapons lab!" Dravik roared, his face flushing crimson with anger.

Ethan let out a dramatic sigh. "We're transforming ruins into revenue streams, my friend. Try to keep up."

The final schematic materialized on the screen, revealing a colossal coastal development that made Dravik's remaining organic eye widen in disbelief.

Above ground, a bustling trade port came to life with cranes stretching skyward like metallic giants.

"Our crown jewel," Arthur declared, an unusual spark of enthusiasm lighting up his expression.

"It's deep enough to accommodate the largest container ships and equipped with automated logistics systems that will make it the most efficient port in the southern hemisphere! "

Gunnar, who had been silent until now, pointed towards the underwater extensions. "And those?"

Arthur flashed a predatory smile. "Submerged construction allows for certain… shall we say, deniable assets? Think quantum-shielded dry docks for naval prototyping and submarine pens that don't officially exist."

He tapped on a hidden layer of the schematic. "Plus,a direct link to our underwater cable network for global surveillance."

A heavy silence enveloped the room as the implications sank in.

Dravik's hands trembled on the table as he struggled to process what he was hearing. "You're not rebuilding Varenya; you're building a… a…"

"A fortress?" Ethan suggested helpfully.

"A throne," Arthur corrected smoothly. "From which we will control the entire Noctis economic sphere."

Dravik shot up from his chair with such force that it screeched against the floor. "I won't allow this! The people will never...."

"The people?" Arthur's voice dropped to a dangerous whisper that sent chills down spines. "The people will cheer when their children have full bellies and their streets are safe again. They'll sing your praises when jobs return and pensions are paid! What do you think they'll care about a few… extracurricular facilities?"

Ethan leaned forward conspiratorially. "And if anyone starts asking too many questions?"

He gestured toward Gunnar, who activated his wrist-comm.

A holographic news feed flickered to life, displaying footage of Raskov's prison transport "mysteriously" exploding in flames. "Accidents happen in rebuilding zones."

Arthur stood tall, pacing around the table with a determined stride until he was just inches from Dravik's face.

"Sign the construction orders," he urged, his voice steady and commanding, "implement my ministers, and you'll be remembered as Varenya's savior."

With a firm hand, he pressed down on Dravik's shoulder,heavy and unyielding, like the weight of a collapsing building.

"But refuse? Then you'll become just another failed revolutionary in a long line of forgotten dreams."

Outside the tower, the first construction drones soared into the sky, their shadows sweeping over the city like the wings of a magnificent mechanical phoenix rising from the ashes of war.

The moment the doors sealed behind Dravik, Arthur didn't move. His eyes, glacial and calculating, flicked toward Gunnar and Vex.

A silent command.

Gunnar was already reaching into his coat, withdrawing a small, matte-black device.

He pressed a button, and a low hum filled the air as electromagnetic interference fields snapped into place.

The holographic displays flickered momentarily before stabilizing, now completely isolated from any external networks.

Vex's cybernetic eye cycled through security protocols, confirming what they already knew. "All signals dead. No surveillance. No leaks."

Arthur exhaled, rolling his shoulders as if shedding an invisible weight. Then, he turned to face them fully.

"It's time."
