Without that bounty, there won't be so many idiots rushing to West Blue!"

"Isn't it better to just stay in the shadows?" 

"Why does he have to step into the light and try to gain power he doesn't deserve?"

After the bald Five Elders spoke, the others nodded in agreement after thinking for a moment.

Killing Duke directly and taking the bounty was undoubtedly one of the quickest ways to restore order in West Blue.
