When Hawks and Endeavor arrived at the reserved private room, they were surprised to find someone they hadn't expected at all.

It was All Might.

In his true form, his golden bangs hung down along his sharp, thin face. He looked frail, with deep shadows around his eyes making the whites appear almost entirely black, while his sky-blue pupils still shone bright like lights.

"Long time no see, Endeavor."

Endeavor genuinely hadn't expected All Might to meet him in this condition. Even though Accelerator had informed him about this situation long ago, he still felt a wave of sadness.

"You...!"

He could see the flames on his body rising with his emotions. He took a deep breath to calm himself before asking, 

"All Might, what are you doing here? And in this state?"

Endeavor said this seriously, not forgetting to shoot a fierce glare at Hawks, the obvious puppet master behind this situation.

Hawks shrugged without a care and sat down next to All Might, casually grabbing a cooked skewer and eating while speaking. 

"Hahaha, this is delicious."

"Now that we're all here, let's sit down together and clear things up," All Might said, instantly regaining his muscular form and waving at Endeavor with a standard expression.

"I think it's been ten years since we last sat down and chatted after that media talk show, right, Endeavor?"

"Hawks is right, but you misunderstood him on one point."

"In fact, I brought this up myself."

His words made Endeavor swallow what he almost said, which was, "Since you guys are done, I should leave."

Endeavor frowned, showing a dissatisfied expression. Still, he followed their suggestion and sat down across from them, saying with concern,

All Might and Hawks exchanged a glance and laughed together.

"Of course."

All Might put on a serious expression and began to explain.

"Here's the situation. Endeavor, do you know about the rumors surrounding [the Rumor]?"

Endeavor responded with some confusion.

"[The Rumor]? Aren't those just the puppet-like Nomu created by the [League of Villains]?"

Hawks shook his head and pointed out the difference between this [rumor] and the other [rumor].

Hearing Hawks' explanation only made Endeavor more confused.

All Might patted Hawks on the shoulder, signaling him to explain.

Hawks took over from All Might and continued to explain to the puzzled Endeavor.

"Since it caught my attention, I flew around the whole district to investigate."

All Might nodded in agreement with Hawks' idea, but Endeavor still didn't think a mere rumor could bring together some of the top heroes from the other world to discuss it.

Hawks continued, "Unlike All Might, who relies on police information, I went to investigate on my own to avoid causing unnecessary chaos with the police, but I found nothing."

When Hawks mentioned relying on police information, All Might, maintaining his tough-guy image, shyly scratched his head.

Endeavor asked, "Wait…? Is just a rumor that hasn't shown any signs worth you two going through all this trouble?!"

Hawks shook his head and calmly replied, "In fact, until the day before yesterday, there were no incidents involving the 'Phantom Hand,' but that changed yesterday."

"About 10 p.m. last night, other colleagues on night duty and the police chief arrested several people in different cities who claimed to use the 'Phantom Hand' but had no Quirks."

Once those words were said, even Endeavor couldn't sit still. He stood up and shouted.

"Quirkless?! Are you sure there's no chance this information is wrong? If it's true, then we need to act fast."

Endeavor's worries were not unfounded. In fact, investigations showed that most Quirkless individuals and those with weak abilities tend to have serious negative emotions. However, because of their lack of Quirks, most are aware that even if they take risks, it's hard to achieve their goals.

When the risks outweigh the rewards, people usually become cautious.

Due to the various public pressures on professional heroes, these subtle groups have not been effectively controlled.

All Might sighed with a bitter smile.

"Because this matter is so broad, I specifically sought you two out."

"Beast Jeanist and Night Eye are already preparing. I have a bad feeling about this; I just hope we're not too late to respond."

All Might stood up, gazing through the glass windows of the high-end barbecue restaurant at the city below, murmuring to himself.

"Ah... this troubled world."
