As Zhao Cheng spoke, Su Wu noticed several prominent figures, including Fu Yongyuan and the official he had recognized earlier, silently nodding in agreement.

Zhao Cheng paused, scanning the virtual room.
"To ensure the survival of our city's shelters, we must collaborate. Sharing resources, data, and strategies will be vital. Today's meeting marks the beginning of a united response."
