These commoners are under the governance and protection of the higher levels.

In Shangjing, over twenty million commoners live across the plains below the mountain ranges, while above them, in the skies, live over 1.5 million nobles and nearly one hundred thousand summoners.

Ling Long, holding Yue Sha’s hand, approached Li Ao with curiosity.
