Chapter 182: Minato Refutes the Third Hokage, Danzo's Frustration!

The Uchiha jonin, along with the elders and clan head, were all startled.

The Police Force was practically the exclusive authority of the Uchiha, nearly their only power. Giving it up was like handing away their own heritage!

Haneda continued, "Before Minato-senpai took over as Hokage, the village leadership, especially Danzo and some elders, viewed the Uchiha as a dangerous element. As a result, most of Konoha's important departments completely exclude the Uchiha! This is unfair and irrational, and it goes back to the time of the Second Hokage. Konoha has owed the Uchiha fair treatment for a long time!"

Haneda had considered criticizing Tobirama Senju more explicitly but decided against it in this setting.

Looking at the elder seats, especially the Third Hokage, Haneda said, "My suggestion is simple: open key departments like the Anbu, Intelligence, Medical Corps, Sealing Team, Reconnaissance, and Interrogation Unit to the Uchiha. This is the way to truly integrate the Uchiha into the village!"

Haneda's proposal preserved the Uchiha's existing interests while expanding their rights, fulfilling both Minato's vision and some Uchiha members' wishes.

Not all Uchiha wanted to join the Police Force, which often dealt with petty issues despite their status as shinobi. The solution proposed by Haneda allowed members to join departments like the Medical Corps, suited to the inherently compassionate Uchiha, and the Reconnaissance Unit, where their Sharingan was second only to the Byakugan. The Interrogation Unit was also a natural fit due to their prowess with genjutsu.

After considering Haneda's words, Minato realized the Uchiha had indeed faced injustice during the Second and Third Hokage's eras, and opening up these departments would foster genuine integration.

Minato was about to agree when the Third Hokage, Homura Mitokado, and other shinobi voiced their objections.

"Minato, these matters should be approached with caution."

"Indeed, the village can't manage so many Uchiha members in such positions."

Other shinobi from clans like Inuzuka and Aburame added, "Lord Hokage, traditionally, these decisions involve input from the elders."

Hiruzen Sarutobi and Homura Mitokado believed the Uchiha's mentality was problematic, as their Sharingan could intensify their stubbornness, arrogance, and emotional isolation. Allowing Uchiha into such departments could destabilize the village. For other clans, this proposal threatened their interests, as the Uchiha's abilities often overshadowed them.

Minato, glancing from the Third Hokage to Haneda, slammed his hand on the table. "Lord Third Hokage, *I* am the Hokage! The Uchiha are, and will always be, Konoha's Uchiha. From today onward, all departments must open up to the Uchiha. The village will guarantee fairness for everyone!"

---

The subsequent discussions covered many village issues, but the biggest impact was on the Police Force reform.

Starting with Minato's decree, the Police Force was now open to all shinobi, though Fugaku Uchiha, as the Police Force captain, would oversee any new additions. In essence, the Uchiha's power was not diminished; it even increased as all Konoha departments now accepted Uchiha members.

Many Uchiha jonin felt genuine happiness and respect for Haneda's skills. They began to feel that Haneda was more competent and suited to leadership than Fugaku. But Haneda wasn't interested in the clan head position.

Throughout the way back, Fugaku continuously praised Haneda's strategic mind. Yet Haneda was calm. His interest lay in resolving the rift between Konoha and the Uchiha, a topic Minato had raised.

What mattered most to Haneda was the upcoming Nine-Tails incident, which could threaten the entire village, especially since it involved his closest friend. Haneda was determined to stop Obito and, if possible, bring him back. To achieve this, he knew he had to become stronger.

Glancing at his right arm, Haneda said, "Fugaku-san, you go ahead. I'll probably be with Minato-senpai or Kushina-san this afternoon and evening."

"Understood," Fugaku replied without question.

Meanwhile, in Konoha Prison.

Danzo sat gloomily in his cell, reeking with an unpleasant stench. Water occasionally dripped from the ceiling above. A Root shinobi quietly slipped through a window, masked and kneeling on one knee.

"Lord Danzo," the Root ninja reported.

"What's happening in the village?" Danzo asked in a low voice.

"The Uchiha-controlled Police Force was discussed by Minato Namikaze at the jonin meeting. Now, other shinobi can join the Police Force."

Hearing this, Danzo's spirits lifted. So Hiruzen and Homura were still trustworthy. Even with Minato as Hokage, they ensured the elders' influence held sway.

But the Root ninja soon shattered Danzo's illusion.

"Also, many of Konoha's key departments will now allow Uchiha members. Minato Namikaze specifically ordered each department to include at least one Uchiha."

"What?! And Hiruzen? Homura? The other clan heads?" Danzo questioned, shocked. "How could they agree to this?!"

The Root ninja replied, "Lord Third Hokage and Elder Homura opposed it, and so did the clan heads, but Minato overruled them as Hokage."

Danzo angrily slammed his fist on the table. Just as he was about to curse, an Uchiha guard arrived with dinner.

Noticing the broken table, the guard pretended to be angry, scolding, "What are you doing?! Who said you could damage public property? You won't get dinner tonight!"

With that, he threw the food on the floor and slammed the cell door shut, leaving Danzo stewing in his helpless anger. The thought of being humiliated by an Uchiha jailer filled him with resentment.

A Root ninja, stepping out of the shadows, coldly asked, "Shall I kill him for you, Lord Danzo?"

The question only fueled Danzo's frustration. With his chakra unrestricted, he could easily kill the guard himself—but could he risk it?

"Focus on your assigned tasks," Danzo replied coldly.

As he sat in bitterness, Danzo clenched his teeth. One day, he thought, he would take down the "evil" Uchiha clan by his own hand.
