"Exactly," Nagato confirmed. "Our goal is the Tailed Beasts. With such a goal, Akatsuki can't afford to operate openly."
Tailed Beasts were strategic assets, treasures to the great villages. Any organization coveting them and possessing the strength to take them would inevitably become a target.
"But the major villages already know of Akatsuki's existence," Konan pointed out, her worry evident.
"No matter," Nagato said in his calm, steady voice. "For now, we'll reduce Akatsuki's activities. Time will dull their vigilance. They don't have the resources to focus on us indefinitely."
Having inherited the true legacy of Uchiha Madara, Nagato reflected on himself and recognized the need for a period of quiet training and consolidation.
